Enterprise Manager Server Cluster Not Functioning Correctly
Problem:
After creating a server cluster that supports the Enterprise Manager application, the server cluster is not functioning correctly.
Solution:
When creating the server cluster, there is a mandatory requirement. The servers must be added to the cluster in the Enterprise Manager application before they are added to the load balancer that supports the cluster.
If the servers are added to the load balancer before they are added to the server cluster in the Enterprise Manager application, the cluster does not function correctly.
If you added the servers to the load balancer before adding them to the cluster in Enterprise Manager, there are two possible solutions to the problem. Do one of the following:

Manually refresh the configuration cache on each of the servers in the cluster. To refresh a server cache, see Using Advanced Mode and Manually Refreshing the Configuration Cache of a Server.

Set up the server cluster again from scratch. When setting up a server cluster that supports the Enterprise Manager application, follow the procedure described in Create an application server cluster. Perform the steps of this procedure exactly in the order described.
